[lqfb-main] dev.liquidfeedback.org started

Dear contributors,

future developments of LiquidFeedback will be coordinated on our platform dev.liquidfeedback.org. In this context we 
created two mailing lists:

- Announce: Official announcements (e.g. update notices)
- Main: Coordination and exchange of information between developers

In the near future the support of "organizational units" will be in focus. There are already (unreleased) changes for the

There are also efforts to provide translations for Turkish and Arabic and of course there is much other work to do for the 
frontend and API yet.

We decided to use english as language for the dev.liquidfeedback.org portal and the mailing lists to enable international 
developers to participate in the project.
