Sure, in general I agree, however there is a very practical problem:

Unless there is a translation of the changed instructions such a policy 
cannot be communicated = cannot be employed. With the number of languages 
increasing, it is very hard to collect the changes for all languages 
yourself for such a change. Therefore this is much better done upstream, 
i.e. centrally - if not, then the only other way is to disable most of 
the languages.
