[lqfb-main] "Help files" updated

Hello,

last night I updated several help files in the "locale/help" directory 
of the development repository for the upcoming LiquidFeedback 2.0 release.

In the following list, I'll state each help file, and give a short 
notice on whether it has been updated, newly created, removed, etc.:


area.show:             updated English and German,
                        removed outdated Esperanto

contact.list:          no changes

delegation.new.area:   updated English and German,
                        preliminary patched Esperanto with English

delegation.new.issue:  updated English and German,
                        preliminary patched Esperanto with English

delegation.new.global: dropped (no longer used)

delegation.new.unit:   updated English and German,
                        no Esperanto version available

index.download:        no changes

index.index:           updated English and German,
                        removed outdated Esperanto

initiative.add_initiator:    no changes

initiative.remove_initiator: no changes

initiative.revoke:           no changes

initiative.show:             no changes

member.edit:           updated English and German,
                        preliminary patched Esperanto with English

member.edit_images:    no changes

member.list:           dropped (no longer used)

member.settings.display:       dropped (no longer used)

member.settings.email_address: created English version,
                                no Esperanto version available

member.settings.login:         no changes

member.settings.name:          no changes

member.settings.notification:  New, Esperanto version missing

member.settings.password:      no changes

member.show:           outdated, has to be fixed in German and English
                        before translation is possible

policy.list:           no changes, but added missing English version

vote.list:             updated English and German a while ago


Greek translations are still worked upon.
