[lqfb-main] Notifications emails

Hi Stratos,

Start something like this in the background:

cd /opt/liquid_feedback_frontend/
echo "Event:send_notifications_loop()" | \
   ../webmcp/framework/bin/webmcp_shell myconfig


WARNING: Some older beta versions send ALL old events via e-mail at 
once, if you do not take precautions. Thus I recommend to wait until the 
official LiquidFeedback 2.0 release (tomorrow). The latest version will 
not have this problem.
