Issues should have names

Description
It is difficult for “normal people” to identify things by numbers. Having issues called nothing but “Issue #<some number>” is not user-friendly.
Issues should have a name (title, subject line, whatever you wanna call it) which summarises what the issue is about.
The name should be displayed more prominently, while the number should be a bit smaller and perhaps in the top-right corner. For example, see my attached mockup.

We know, it's hard to understand that issues only have a number. But that's the only way to make the system free of moderators while not giving the first initiator an advantage by choosing the title of the issue.
So I understand your idea very well, but it is incompatible with the design principles of LiquidFeedback.

Maybe both requirements can still be satisfied. Of course you are right that the first initiator mustn’t have an advantage by choosing the title of the issue. Therefore, *everybody* should be involved in choosing the title. How about this:
• Everyone can suggest a title.
• Everyone can up- or down-vote each suggested title.
• The UI always displays the title that has the most total votes (random in the case of ties).
This is fair and free of moderators. What do you think?
