Preview does not keep selected policy when creating a new issue

Description

I had noticed that "some times" when I create a new issue, it doesn't use the policy that I had chosen. This caused a lot of frustration because this behavior seemed random.

The reason was that when creating a new issue, the "Preview" button will reset the selected policy to the default policy for the area.
